I was originally going to make this just using positioning and floating, but then that turned out to be super hard and non-obvious, perhaps impossible. You can look at the attempt, though.

Updated on Dec. 2018 to look prettier, (hopefully) work on mobile, and to fix the Javascript so that adding/removing nav links actually works in browsers other than Firefox (woops).
